Sumario, etc. This document is the final version of the twelfth session of the Western Central Atlantic Fishery Commission and of the ninth session of the Committee for the Development and Management of Fisheries in the Lesser Antilles held in Port of Spain, Trinidad and Tobago, from 25 to 28 October 2005. Major topics discussed during the sessions were: the state of fishery resources and the situatino and trends of fisheries in the WECAFC region, increasing the contribution of small-scale capture fisheries to poverty allevation and food security; reports of the Intersessional Working Group -IWG- on the strengtheining of WECAFC, and the draft work programme 2006-07. The Commision also reviewed progress in the implementation of the Code of Conduct for Responsible Fisheries and the main activities and projects carried out during the intersessional period. The most important decisions of the sesions relate to the strenghening of the Commission. These decisions include the adoption of draft revised statutes and Elements of a Plan to Strengthen the WECAFC. The Commission endorsed the recommendation of the IWG that a full-time Secretary would be required to fulfil the requirements of the revised statutes. It took note of the fact that WECAFC members could second staff to the Secretariat to assist it to fulfil its functions. In adopting the 2006-07 work programme, the Commision noted that extrabudgetary resources would be required for its implementation. The Commission expressed satisfaction with achievements during the intersessional period El presente documento es la versión definitiva del informe de la duodécima reunión de la Comisión de Pesca para el Atlántico Centro-Occidental y de la novena reunión del Comité para el Desarrollo y la Ordenación de la Pesca en las Antillas Menores, celebradas en Puerto España, Trinidad y Tobago, del 25 al 28 de octubre de 2005. Los principales temas abordados en estas reuniones fueron : el estado de los recursos pesqueros y la situación y las tendencias de la pesca en la región de la COPACO; cómo incrementar la contribución de la pesca de captura en pequeña escala a la mitigación de la pobreza y la seguridad alimentaria; los informes del Grupo de Trabajo entre reuniones sobre el fortalecimiento de la COPACO; y el programa de trabajo provisional para 2006-07. Asimismo, la Comisión examinó los avances en la implementación del Código de Conducta prara la Pesca Responsable y las principales actividades y proyectos llevados a cabo durante el período entre reuniones. Las principales decisiones de las reuniones están ligadas al fortalecimiento de la Comisión. Estas decisiones incluyen la aprobación del proyecto de estatutos revisados y los Elementos de un Plan de Fortalecimiento de la COPACO. La Comisión aprobó la recomendación del Gurpo de Trabajo entre reuniones relativa a la necesidad de un Secretario de tiempo completo para el cumplimiento de las exigencias de los estatutos revisados. Tomó nota del hecho de que los miembros de la COPACO podrían apoyar a la Secretaría con personal temporal para el cumplimiento de sus funcione. Al probar el programa de trabajo para 2006-07, la Comisión observó que su implementación requeriría recursos extrapresupuestarios.
